By necessity another to have rolled up several variations. from Tech level F subsistence farmers barely scratching out a living year to year, to a Tech level A farmer with Tractors, Combines, pesticides, and fertilizers with the accompanying greater production.
PDs this encounter can be the cliched victim preyed upon by Marauders and Bandits (PCs to the Rescue!). This encounter can be the powerful Plantation owner who is a slave owner or the creator of an burgeoning ecological disaster. They can be the powerful landowner who has become the local leader or the focal point of the Bandits wrath. So don't be afraid to play them as evil. Maybe the Bandits have a legitimate grievance having been traded sorry goods from the Farmer.
