While the article in the following link illustrates some of the social issues faced by citizens during the Cold War era and how they found solutions (and is also quite amusing), what really struck me was after the gentleman in question asked for help from his fellow citizens, some of the offers he received were astounding...

One good story is of a 1970s Whitehall transistion to war exercise where a message was mistakenly sent to the Civil Service Catering Organisation asking for three months of provisions to be laid on at a specific location near Basingstoke... so the guy there promptly did a lot of shopping in the local stores...

They had to hide the costs of that in various budgets over the next five years...
