Actually I should make this clearer, before 1989 it was very VERY hard to own a gun. sometimes soon after that they made it where anyone could own a gun but the permits were very hard to get. Then a few years ago (5 or so) they loosened the permit rights for some (mainly hunting rifles and some pistols).
