Most of your non-combat soldiers are skilled tradesmen. Making people take training for a job they don't want is bad, it will give units unmotivated troops who are just cooling their jets till they get a slot in combat arms. I second this, performance and morale will degrade. Units will struggle to keep their combat certification, "The Ticket".
