Yeah, that makes the most sense, but
Challenge 27 has separate ORBATs for the "Nationalists (ENM)" on p. 4 and the "Alliance (ANAMEL)" on p. 5. It's also mentioned that a couple of these ANAMEL units were formerly part of the Nationalist Army. This seems to indicate quite strongly that the Nationalists and ANAMEL are two different, mutually exclusive, entities.
