I concur. While the location of Prime and its backup are secret from the majority of the Project, there has to be someone who knows the location, my vote would go to the regional command bases. While I doubt that a person might be given the location, why not "after 90 days of no contact with Prime, enter this code into the base computer. The program validates the user, the elapsed time period and a security code and then releases a grid reference.
Whatever method used however, must be as secure as possible in order to avoid anyone, like Krell, gaining knowledge of Prime's location.
