Not that I've found. As Comanche pointed out there's a 1971 edition online, but I haven't found the 1988 or 1989 one from DTIC or Internet Archive. The National Guard Association Library doesn't have it digitized and it's too large for them to do. At some point I'm going back to try and get the rest of it.
As for CAPSTONE missions, this is pure force numbers and unit locations. It doesn't even have links between numbered companies and co-located battalion HQs unfortunately. I've drawn some supposition for my working OOB (for example, the Topographic Battalion HQ, Topographic Company, and 22 Terrain Analysis platoons all located in Alabama are probably associated together) but there isn't any in the actual document itself.
