Default Encounter Group #5 Cannibals

Name: Cannibals
Geographical Location: Anywhere but 5 & 13
H&M Average:3
H&M Range 0-5
Number found : 2-24
Tech Level: E-F
Power / Resources : No Power / Hunters
Weapons: Edged and blunt weapons, some bows, few firearms.
Special Attributes: Excellent Woodsmen.

Thoughconditions have improved 150 years after the War, there are still groups that depend on the consumption of human flesh as a part of their diet. Some submerge the practice in religious rites and ceremonies. Very dangerous people to meet.

Another encounter Group to love. Well as the PD anyway.

These can be the Villain to be eradicated, or as a danger the Team didn't see coming when they try to help a village.

Cannibals know who their friends and allies are, they have shared a meal or two. These could be the survivors of a pre-war hunting camp that survived the war by not being in a city, surviving off eating people when game became scarce or a rural town or village survivors that has eaten their own or travellers during especially harsh winters. Anyone encountering cannibals should be reasonably safe in spring, summer, and fall when gardens are producing and game is not so hard to come by. The Justifications come easy in the deep cold of winter; when game is scarce and having learned from generations past.
