This kind of makes for an overall plan of focusing MP assets along the Mississippi river, the Rocky Mtns, and along the Coasts with an intent of working from those centers.

For me the locations would be in the Rocky's and Appalachians for supply depots, MARS, and command and control centers. Relatively isolated and shielded from fallout and crowds of refugees looking for a handout. But actual recon teams, Decontamination Teams, Medical teams, etc would still be located near there eventual areas of responsibilities. The MP wouldn't know the lay of the ground 3-5 years after a nuclear strike. It does a team no good if they have to travel 500 miles to an objective through a destroyed road network and dodging who knows what kind of problems not to be able to reach there objective because they can't cross a major river because all the bridges are gone.
