The referees guide says highest CRM goes first.
I'd like to think CRM or Agility or something, plus or minus a modifier for the type of weapon you have (pistol, SMG, assult rifle) and a die roll (having
minimum impact, but small randomness just the same) would have someting
to do with it.
What system do you use?

pmulcahy 10-26-2005, 07:32 PM IIRC, in V1, the best Coolness Under Fire goes first; if two characters have the same CUF, the person with the highest skill level goes next. (For example if one person was going to shoot with a pistol and the enemy was going to throw a grenade, and they both had the same CUF, but the person throwing the grenade had a higher TW skill than the other's PST skill, the grenade would get thrown first). If everything is equal, then you roll a 1d6.
I didn't do it that way in v1. I used the CUF, but added it to a 1d6 roll; the person with the LOWEST total went first.
