TIME is an acronym, and another attempt at a little 'chrome'. Or... What Morrow expects the PCs to do....

Hopefully it's simple enough for players to remember. I welcome any comments

The TIME matrix provides a framework that guides Morrow Project Teams on how to give recommendations on what the Project can (or should) provide to Survivor Communities - and what these Communities could provide to help the Reconstruction Effort. Ideally, the matrix provides structure for reports to higher authority but it can also be useful for Teams that are operating independently

T - Tools/Technology - Not just physical gadgets, this is can also refer to less tangible things such as political influence. Example: Does the Community need a Fusion Pack, a "School-in-a-box" or some reloading gear? Does it have some surplus equipment that it cannot use? Is the Community led by a charismatic individual/group that is respected throughout the AO?

I - Information.- Example: What information does the Community need or have? Instruction in Farming techniques? Or something like Intelligence on the bandits that have been raiding the area? Does it have anything like a newspaper?

M - "Muscle" - Example: Can/should the Project provide paramilitary assets and personnel such as a MARS team. Could the Community provide workers for a project such as Road building/repair

E - Expertise - Example: Does the Community need a Doctor to check out their health needs? Does it house a Mining Engineer who could help reopen Oil Wells?

TIME also refers to the Project's scarcest resource: the amount of time available before the Team should move on to the next community

Your TIME matrix is a very apt description for the Morrow Project IF the original plan occurs. Wake up is 4-5 years post BANG.

IF you are running in the "canon" universe of BANG + 150, there is a different set of needs.

Any survivors have overcome the urgent needs of the post BANG. They have stabilized, to the extent possible, their community. The knowledge base has probably erroded to approx 1750's tech level. Small villages with barter based trade. There is a gunsmith who can produce either Brown Bess muskets or (if lucky) Kentucky Long Rifles. Someone has developed black powder. Horses,mules,oxen,etc. provide the muscle power for farming. The village has probably re-engineered either wind power or water power for grinding grain, there should be a cottage industry to produce clothing, either homespun or buckskin depending upon local availability of resources. There is a country doctor somewhere who can help to the best of his ability.

Against this environment, our intrepid Morrow team has many tools available to help the village.

1) Availability of fusion powered vehicles to plow larger fields to increase food production.

2) Availability of fusion based water purification systems to provide clean water. (Starnaman scenario)

3) A medic who can provide care for the sick and injured.

4) Knowledge of crop rotation, irrigation, sanitation, animal husbandry,etc.

5) Knowlege of engineering (at least to the point of helping build more secure building, with more insulation, better bridges, better dams, etc.)

6) Firepower to protect the village against the forces of evil. (They are out there, somewhere....:D)

This is a partial list of what Morrow can do. This one village will take up a HUGE amount of our team's time. The team has to make sure that the village is more secure both physically and as far as basic human needs before they move on to another village.
