Just sort of popped into my head -- do you think the practice of females shaving their legs and underarms would have fallen by the wayside by 2000?

Ugh Paul...did you have to drudge up certain memories I'd rather FORGET when I was stationed in Germany!?
But to answer your question...it depends. If what remains of the "upper class" or maybe a courtesan or Mata-Hari style seductress, or prostitute wants to ply her trade, she damn well better shave.
Otherwise....might as well let that hair grow, no reason to attract attention from that local marauder/Soviet Conscript/undisciplined militia member/undisciplined American soldier/etc. who wants some poontang, though depending on their state of mind, they might not even care in the first place (as it is with most rapists).

Perhaps waxing might become more common as decent razor blades become harder to come by.
A mix of chemicals and natural products has to be easier to fabricate than quality blades.

I don't know about that. I believe the average person don't really know squat about chemistry. All I know is the formula for black powder. But grinding down a worn out hacksaw blade or even a table knife into a straight razor would be pretty simple.

Personally I think that the majority of women are likely to continue shaving if they can, even if that means using an old and slightly blunted blade that they've used a million times before and know that they're going to get some minor nicks from it.
On a separate but related note (and I apologise for this if this kind of stuff bothers you) a female friend of mine once included a "moon cup" in her character's personal equipment for a Morrow Project style game. I had no idea what one was but she took delight in explaining...... :)
If you want to know what one is in detail then Google it but, put simply, it's a device designed to help resolve a much more pressing issue for women away from the wonders of modern sanitary products....... :)

Why would female soldiers bother shaving their legs etc? Who is going to know (or care) whether they do or not? It's Northern Europe for goodness sake. Not the kind of climate for short shorts or bikinis.

Really Targan? My impression of the chicks from Northern Europe (by that I mean the Scandinavian countries, not Germany or Central Europe) was that they intentionally did nude sunbathing in the middle of Winter just so they knew the cold made certain, er, bodily extremities more....uh, pointed.

I'm thinking few have the fresh razors to shave... I'd be growing a German Army beard... women, not like they're gonna shave to be honest, now ask if they'll still find nail polish and lipstick when they loot places... now that's a question. my view, yeah male and female shaving, takes a backseat to survival and distilling fuel/reloading ammo. PS we all get used to it after a while, I hated cold water/dry shaving in the army... I'd expect we'd do it when there's a major event like command formation or such... anyway ... officers would hog all the supplied (the blades, shaving cream etc)... course u could shave for a 'date'

The only kind of beard, I've seen in the Bundeswehr were these rediculous "mustache"-kind of beards that seem to be part of certain NCO's personal equipment. You could also see them in a lot of policemen's faces.
Now, hadn't someone something like this in his signature:

The biggest stimulus for men to continue shaving is to make sure that gas masks seal properly. In the RN beards are still quite common- but at some point in the runup to war shaving would be compulsory.
For example: on the way south to the Falklands in '82, the point at which the reality of war sank in for many was when the salty old triple-badgers appeared clean-shaven for the first time since their teens...

You know, this could be a whole cottage industry in T2K. Barbers, hair stylists, people who make and hone razors, or even luxury services like waxing or suchlike in some places. Or people who make hair shampoo or can get the lice out of your hair.
And nearby, the people who are trained to treat the resulting infections, burns, skin disfigurement...

Why would waxing die out? This one might carry on. Since a waxing lasts weeks, and with repeated applications the hair stops growing in those regions.

As I mentioned a few posts back, I can't see why waxing wouldn't still be a reasonable option. Doesn't take much to mix up a batch of "special blend", slap it on and rip it off. Has to be easier than sourcing suitable metal, cutting it down to size and sharpening it up.
Sure, it hurts like a bitch, but as indicated it lasts much longer. I knew a number of soliders who'd wax their faces before going bush to avoid the need to shave in the field.

On a related note - a real-life equivalent is not hard to find. During the 'artillery war' that went on between the PRC and the ROC in the 50s, the PRC fired so many artillery shells at Kinmen Island that the metal has become a 'recyclable' natural resource for the island. In Taiwan, if you want a good knife, you get Kinmen Knife.
