I wonder if the missing eye is the reason he's failed to notice that his weapon is unloaded? :D

I can't make it out clearly. I thought maybe Royal Green Jackets, but if it is it appears to be missing the Crown.

I thought it could be that but came to the same conclusion - I also thought it was a bit large and the beret looks blue not rifle green.
Maybe one of the old amalgamated regiments? Some badges did hang around for a bit in TA/cadet units.
Rank is an RQMS so unlikely to be Dutch or similar.
The smock appears to be 85 pattern (from the colour plus the cuffs are velcro) so post that date.
Shirt collar appears a bit large and it looks too neat to be the old itchy-back (hair) shirt again making a post 85 date likely.
Intriguing...

OR it could just be a guy dressed up in an uniform for some movie...

Yeah, I don't think it's for real. That still leaves the question of whether he's wearing a genuine cap badge or not (and if so, which regiment / corps). Alternatively it may have originally been a genuine picture that someone has tinkered with using photoshop to add in details like the eye patch, machine gun, and beard. But it does look like something from a film or tv series.
