Is there a list of deactivated REGULAR ARMY US Army Armored/Armored Cav/Mech Infantry Divisions/Regiments?
I have:
3 AD
5 ID (M)
8 ID (M)
24 ID (M)
I'm sure there are some ACR's that were stood down as part of the peace dividend nonsense of the 90's.

Wikipedia has the following divisions being deactivated since 1991
Armored divisions
2nd Armored Division: 1940–1995
3rd Armored Division: 1941–1945; 1947–1992
49th Armored Division: 1946–1967; 1973–2004
50th Armored Division: 1946–1993
Infantry divisions
5th Infantry Division: 1939–1950; 1951–1953; 1954–1957; 1962–1992
6th Infantry Division: 1939–1942* (6th Motorized Division); 1943–1949; 1950–1956; 1967–1968; 1984–1998. The 6th Infantry Division itself was deactivated in 1994, but the 1st Brigade, 6th Infantry Division remained in the active force under that designation until being reflagged as the 172nd Infantry Brigade in 1998.
7th Infantry Division: 1940–1942* (7th Motorized Division); 1943–1971; 1974–1994; 1999–2006; 2012
8th Infantry Division: 1940–1942* (8th Motorized Division); 1943–1945; 1950–1992
9th Infantry Division: 1940–1962; 1966–1969; 1972–1991. The Division experienced a brief period of inactivation in 1947.
24th Infantry Division (formerly Hawaiian Division): 1941–1970; 1975-1996; 1999–2006
26th Infantry Division: 1941–1945; 1946–1993
47th Infantry Division: 1946–1991

Assuming you just want units deactivated since the 1990s:
2nd AD
3rd AD
5th ID
6th ID
7th ID
8th ID
9th ID
24th ID
194th AB and 197th IB also stood down, but I believe they are currently active as training formations.
2nd, 3rd and 11th ACR are all still active - 2nd and 3rd are now Stryker units and 11th is the NTC OPFOR.

My proposal to put more pressure on the Soviet, er, Russians is based in part on reactivating several heavy divisions and basing them in Poland and Latvia/Lithuania/Estonia.

I think a brigade and maybe a POMCUS site for a division is about the most we could hope for. The Korean force is down to a single brigade so I would expect to see similar.

I bet the Poles and the Baltic Republics would like to see something like

We could send another smaller corps, say 2AD and a pair of ID to another former Pact country (insert your favorite western-leaning).
To finish it off, I'd have US ABN formations base/cross train with the Poles and Czechs, and maybe the Romanians or something. I'd concentrate on fire brigade tactics, "denial of passage" (my term) ambushes, and behind the lines anti-supply campaigns.
I'd supply M1A1's, F-16C's, a couple of squadrons of F15E (deep strike threat) and AH-64's to Poland in exchange for Poland sending it's remaining Mig-29's, Hinds, and T-72's to Ukraine, along with spares and support.
The tanks would come from US stocks and give the tanks that Congress wants to keep building a place to be.
We stay away from Ukraine while still helping the Ukrainians help themselves.
400-500 M1A1's crewed by Poles who remember what Uncle Joe did in 1939 and the Katyn Forest would be a good deterrent to Russian delusions of grandeur.

I was researching this topic a few weeks back for the T2030 project and came across a tentative divisional designation/reactivation list put together by something called the United States Army Center of Military History. They call it a "lineage scheme".
In descending order of reactivation/designation:
7th Infantry Division*
9th Infantry Division*
24th Infantry Division*
5th Infantry Division*
2nd Armored Division*
3rd Armored Division*
8th Infantry Division*
