This is some juicy material for any CONUS campaign. I consider myself fairly well read and this was news to me.

One of the character concepts in my list of things to run in your PbPs is an FBI or DSS agent who escaped the destruction of a U.S. embassy. The first nasty thought that occurs to me is to have one of the other PCs on the detention list. ;)

Read about this before. Its a old plan, and its workability back in the day was suspect. The real question would be how workable would it be today? Would it be done in MilGov or only just CivGov? Would they end up drawing different lists?

It's a bit of interesting very old Cold War trivia. As an aside, the comments under the article were rather hilarious. who would have thought there were so many tin-foil hat conspiracy types reading Business Insider.
But back on subject, while that particular plan was way out of date, I'd imagine that the FBI (and many other agencies) have andhad such types of plans. I would think that in a ver. 1.0 setting, that a lot of the roundup of suspecious types would have already taken place well before TDM. You might have seen a large number of the FBI (and other federal LEAs) offices amazingly having ordered several years worth of their annual ammunition supply and other such stuff for training purposes of course.
One other thing to think about, and it's almost always overlooked, is what would have happened to the Judiciary branch. It would probably be the largest surviving set of Congressionally confirmed people out there. there are a heck of a lot of Federal Judges, and in a lot of non-targeted locations.

Have you ever read any of the Continuity of Government plans? There are 3 COG sites in NW PA alone. Each is in an old mine that played out. The closest to me (Grove City) is well known and anyone in PA, OH, NY or WV has seen the trucks that serve the commercial side of this site. It's called IRON MOUNTAIN. I used to service the bank ATM in the employee lounge there. The outer Blast Doors alone were impressive. The "security" had better armament than we had when I worked at the Beaver Valley Nuclear Plant (we had M4s with triburst). In addition to equipment, Iron Mountain contained information from the Office of Personnel Management, the Social Security administration, and all the info needed to maintain the local, state and federal government agencies in the region. It was deep enough to defeat EMP and could survive a (nuclear) near miss. I had the pleasure of inspecting one of the government's other COG sites in NW PA during my time in the Reserves. This facility contained enough equipment to arm a battalion including Weapons, Vehicles, Ammo, Food and Fuel. It was designed to provide a regional/provisional government with enough "stuff" to reestablish order in a COG situation. There was a "detention facility" located in this site. Then there are the Tier 2 Facilities. AMSA (Army maintenance, support and assistance) sites. While not hardened facilities, they do contain sufficient supplies of vehicles, equipment, arms, ammo, medicine and food to help any regional military deal with a lower level disaster until relief arrives. AMSA shops also contain the specialists needed to assist in a disaster; Mechanics, Armorers, Communications Specialists, and Admin specialists. These are all civilian contractors (often also reservists or national guardsmen) who are full time employees of the shop. The Keystone Ordinance Facility in Geneva PA is the closest facility to me. There are also AMSA shops in Butler PA, Oakdale (south of Pittsburgh), and over by State College. These would be a prime target for individuals looking for military equipment. One can only imagine how such COG sites and depots would be fought over by MILGOV and CIVGOV (and GOD knows who else). The government would NOT cease to function in a major crisis. My only question would be, "what KIND of government would be functioning?"

The U.S. is like every other govt. There are a group of people who plan worst case scenarios out and update them. It's hard to simulate and for game purposes I'd have at least part go "Tango Uniform".

that my theory as for why there was no plan A or plan B. they knew those wouldn't work anyway so they skipped them. :D

The FBI under Hoover had weird priorities. Remember that agency assigned multiple agents to a 2 year study as to whether or not the song "Louie Louie" was "subversive".

Hoover was the backbone of the Bureau. OT, I'd like to have seen the look on the agents' faces when they opened the deceased Mr. Hoover's closet expecting the biggest secrets.
Back to topic, the biggest problem bureaucrats and alphabet soup agencies have is their centered on big cities that can only sustain themselves for days.

Dose not suprise me
Here is what I am thinking
"Continuity of Operations (COOP) is a United States federal government initiative, required by U.S. Presidential directive, to ensure that agencies are able to continue performance of essential functions under a broad range of circumstances."
"The George W. Bush administration put the Continuity of Operations plan into effect for the first time directly following the September 11 attacks. Their implementation involved a rotating staff of 75 to 150 senior officials and other government workers from every federal executive department and other parts of the executive branch in two secure bunkers on the East Coast." - Real Llife use
The way I see it once the US and Soviet start shotting at each other, COOP comes into affect as above and DEFCON 2 is declared.
The FBI along other US Federal Agenices form a Federal Counterintelligence Task Force to hunt and tack down know Soviet Agents, as identifed by the FBI's Counterintelligence Division and the CIA.
US ciztens who are soviet agents would still be govern by the Espionage Act of 1917, The Non-Detention Act of 1971 and the Internal Security Act of 1950.
Any large scale protest or civil distrubances would handled by the Department of Defense Civil Disturbance Plan AKA Operation Garden Plot
