EMP weapons are the ultimate spoilsport weapon. They can be used to knock the stuffing out of a country and then be able to claim to the international community that the attack actually didn't harm anyone. Meanwhile everyone is pushed back to a Civil War level of technology. The real scary part is if it was used over major ports, city's and rail lines. A country's entire infrastructure could be ground to a halt in a instant.

There are a few makers of vacuum tubes left and THEY would be a very profitable business if an EMP were used. As for the Chinese, I'd don't quite fear them....YET.

Been doing some research on CHAMP, and it is not as dire as it may seem. If it were nuclear, we would have a different discussion. But since it uses a chemical charge to start the pulse, the E1 pulse is much weaker than a nuclear device. In fact, the use case is to take out a block of buildings while leaving the surrounding area intact.

Boeing even has an unclassified video of the effects of CHAMP test fired over a building with a room full of computers. Most of the computer go dark immediately. But there was one in the front right corner of the video that started to reboot before it went dark again.

So while weapons like CHAMP would be useful against a small target, used over a dam or other power plant would seem like a minor outage rather than a major far-reaching life changing event.

If you want to read an EXCELLENT book on EMP, read William Forschten's "One Second Later."

Keep in mind that EVERYTHING in the book is due to ONE weapon over midland USA. By the end of the book, there are MAYBE 30-40 Million Americans left in the USA.

The book shows a nuclear device. The effects in the book are reasonable for a nuclear EMP. CHAMP uses a chemical charge and the results are far less potent and a single missile would not take out an entire city.

I like it. However, I think TMP would be very hesitant to use it. While using it to shut down someone with technology that makes them very dangerous, it will damage many very valuable electronics beyond repair. Something that TMP would probably prefer to recover.

Now the KFS or a New Presidency that is seeking to hold on to power would not be so hesitant.

The Project would be unlikely to use this. What doesn't get mentioned is that this device will kill a number of people and almost all of them will be noncombatants. Any infant in an incubator, or a person on a respirator will die when the devices fail.
