I was watching one of my favorite programs, Rookie Blue. The current storyline involves a crooked comissioner. I'm guessing a commissioner does nto hold the same rank as in the US (where a Comissioner is almost always the head of the police department). Where does a commissioner fall in the rank structure in Canadian police departments?

Where does a commissioner fall in the rank structure in Canadian police departments?
I think commissioner only applies to the Royal Canadian Mounted Police and Ontario Provisional Police, other comparable Canadian police ranks would be chief of police, chief constable or senior officer and director general in Quebec.

Rookie Blue is base on the Toronto Police Service, their rank structure is

Special Constable
The Ontario Provincial Police have these ranks
