Does anyone have a good link to this work?

Is it a game, book, movie, magazine article, forum post? Hard to help without the reference as to what the phrase you wrote means.

It sparks a vague memory... didn't Webstral have something called Storm in Germany or something like that?

Yep, that's what I'm thinking of as well - it's a right blast from the past.
@recon35, at least some of it is in the archive section.

There may be more if you check the archive section, although you'll probably need to work out what order it goes in. If you want to run a search, try putting Danilov or Tchaikovsky in to the search box - those should both bring up some results.
You could also try reaching out to Webstral via PM but he's rarely here any more (he was last active last July).

Awesome bit of detective work! Pity there's no "thumbs up" emoji to upvote your post

I was able to run this down with some good Google-Fu. I think it's the complete story, or at least as complete as Webstral got.
