Phoenix Team (PHOENIX):

Region 2: Midwest, Division 3: East North Central, Department <Michigan>, District 04 (Upper Peninsula)

Morrow Project Combined Operations Group Upper Peninsula (MI): The Project Planners did not understand completely why, but Bruce E. Morrow did not allow for the basing of a fully staffed Combined Operations Group for the Upper Peninsula of Michigan. Instead he did allow for the assignment what could be considered a bare bones infrastructure of a combined operations group within the district. It was felt that this bare bones team infrastructure could easily be expanded and filled out with the transfers of needed teams if necessary. In fact Project Directors felt that the over staffed teams would be able to use the larger number personnel that had been assigned to the field teams as sufficient compensation for the smaller number of teams assigned.

The Combined Operations Group Upper Peninsula does not include (nor dose the rank and file know of the existence of) the Isle Royale Morrow Project supply depot facilities. Isle Royale has been covertly attempting to make contact with any active Morrow Project assets for almost the past century-and-a-half. While they do not posses the recall codes, they do know the locations where the Combined Operations Group command and science teams were buried.

MARS Team MI-M-10 awoke almost five years ago due to a containment breech of their bolthole, and its team leader has since appointed himself the warlord of the small community that the team had first encountered shortly after emerging into the new post-apocalyptic world. Recon Team MI-R-08 will learn of their existence (but not their recent activities, since he does not know the recent turn of events) from Damocles not that long after he joins the Morrow Project, and they will leave to investigate MARS Team MI-M-10 not long after arriving at the Damocles Complex.

Damocles also informs Recon Team MI-R-08 of strange communications signals emanating from Isle Royal National Park. The team will use his knowledge of pre-War region to discover the possible existence of Morrow Project facilities on the nearby shoreline that might contain the needed craft to travel out onto the Great Lakes.

After Recon Team M-R-08 carries out its investigation of Isle Royale, and activates the supply base there. They are able to convince Isle Royale staff to give them the information to seek out and activate the rest of Morrow Project Combined Operations Group Upper Peninsula after they learn of the existence of Damocles Complex and the fact that Damocles has agreed to join the Morrow Project if (and only if) the Project will continue the work to complete his construction and programming.

The Command Team and Science Team both will end up taking residence at the Damocles Complex.

Command Team (1): Morrow Project Command Team MI-CC-04 is responsible for the operations of Morrow Project Combined Operations Group Upper Peninsula, and thus has the recall codes for all of the teams and assets within its area of responsibility. The Command Team will be awaken shortly after the Morrow Project Isle Royale Regional Supply facility goes fully online. After Command Team MI-CC-04 arrives at Damocles Complex, they start the process of waking the rest of the Combined Operations Group Upper Peninsula. After arriving at Damocles Complex the Command Team is very firmly informed by Damocles himself that they are his guests and that they should endeavour to take care of his facility and its systems as if they were their own.

MARS Teams (1): MARS Team MI-M-10 was awakened when their bolthole was damaged, and the automated system brought them out of hibernation almost five years ago. After all attempts to contact any Morrow Project assets failed, MARS Team MI-M-10 chose to assist a local community that they had discovered shortly after leaving their bolthole. Unfortunately, the Team Leader (William Bounty) of MI-M-10 has become a petty warlord with his team acting as his personal enforcers. Those members of the team who opposed his gradual decent into tyranny have either been executed or imprisoned by William Bounty himself. The Command Team will replace MARS Team MI-M-10 with personnel who had remained loyal the Morrow Project became the core that the new MARS Team MI-M-10A will be built around.

Recon Teams (1): Due to the fact that Morrow Project Recon Team MI-R-08 was the only Recon Team assigned to the Upper Peninsula, it was larger than the average Recon Field Team, with the ability to break into two separate smaller teams to spread out and carryout their assigned tasks as needed by the Combined Operations Group Upper Peninsula Command Team. Bruce E. Morrow himself recruited LTC 'Gentleman Jim' Braddock personally to command Recon Team MI-R-08, and allowed him to recruit the men and women on his team with only a few exceptions.

Also the emergency shelter is several hibernation capsules that contain Speight’s 20 pet cats, and Ironknife’s 4 breeding female dogs.

Agricultural Teams (1): Agricultural Team MI-AG-xx was placed in Hibernation at an Agricutlrual Support Warhouse Facility, like all Morrow Project Agricultural Teams, MI-AG-xx was intended to operate throughout the entire region working with the local farmers and other agricultural professionals throughout the region. But due to the unique conditions that are found in the Upper Peninsula of Michigan, MI-AG-xx had a great deal of supplies and knowledge to allow them to oversee the construction hydroponic and greenhouse facilities at the local farms. Shortly after being activated, Morrow Project Agricultural Team MI-AG-xx will bring the agricultural base online, and start routine trade with the local farmers in the region. Domesticated farm animals that are found in hibernation at the facility: 10 dogs, 10 cats, 50 cattle, 50 horses, 100 pigs, 100 sheep, and 100 chickens.

Standard Federal Regions: The ten standard Federal Regions were established by OMB (Office of Management and Budget) Circular A-105, "Standard Federal Regions," in April, 1974, and required for all executive agencies. In recent years, some agencies have tailored their field structures to meet program needs and facilitate interaction with local, state and regional counterparts. The OMB must still approve any departures, however.
