I might be wrong but I think that picture comes from Belgium. That country has always been neutral and overrun in wars. Why do you want them to invest in more advanced equipments.:D It's also very useful to go shopping after military training.:p

I think this pic reminds me of the movie :

a fairly recent ,UK made adaptation of real events in 1940 .I found it quite enjoyable.

The new camoflage was such a success that it was soon adopted by the Soviets and by the US Navy.
