I'd never seen this thing. Has anyone ever encountered one in T2K? If I was running a Poland-based campaign, I'd do my darndest to squeeze one of these in there somewhere.

What other rare and highly unusual vehicles, winged, wheeled, rotored, and/or tracked might one stumble across in the T2KU?

The Bluebird "complex".
Designed for search and recovery of cosmonauts, the main vehicle was amphibious with a road range of 900km. The main vehicle was the ZIL-4906 while a second vehicle, the ZIL 2906, was for the really difficult swamp/water terrain.
There were a few variations of the ZIL-4906: - personnel carrier, cargo carrier, vehicle carrier (for the ZIL 2906 and the Soyuz capsule), together they operated as the search & recovery group.

If my memory serves me, that vehicle was a mobile ICBM launcher for the USAF so that they didn't have to have all their small ICBMs committed to silo launchers.
The thing on the back actually lifts up to allow it to travel like a conventional trailer.

Edit: after a quick check, it was for the Midgetman ICBM but it was never fielded

I reckon any surviving examples would have divested themselves of their line charges by mid-2000, but these could still serve in other capacities.

My group recently captured a Black Volga. The PCs are uncertain whether to use it, strip it for parts, or set it on fire and roll it into a quarry.

How about a Timberjack walking forestry tractor? They were developed by Plustech in Finland in the 1990s, and that company was bought by John Deere in 2000.

I remember seeing that in Popular Mechanics (Science?) way back when. At the time I thought it looked cool but couldn't understand the utility. Now I think it looks cool and understand the utility. It took a part time job driving a Bobcat many years ago on inclines/hills to understand why a walker would be super useful.

Diesel Locomotive on Wheels
 
Check out this mashup of a 12-wheeled MAZ-547 and a Kolomna DM62 "Mashka" diesel-electric locomotive.

Although this strange beast was completed in 2002, there's no reason why it couldn't have been created earlier, in the T2k timeline(s). Apparently, one of its intended uses was as a mobile power station.
