The book that excerpt is from, Raven Rock, is well worth reading. It details how COG (continuity of government) plans evolved over time. One thing the author wasn't able to get were specific details of what went where - for example, the Liberty Bell was supposed to be evacuated somewhere, but no publicly-available document says what site it was intended to go to. Recovering cultural artifacts as CivGov, MilGov, and New America try to make claims for legitimacy could make for an interesting T2K campaign.

"Raven Rock" was written post what we learned in 9/11 with all the wonderful plans continuity of operations or continuity of government that were developed during the Cold War.

Day After World War III by Ed Zuckerman

It was referenced in the "Howling Wilderness" module as source material. I read it years ago and has mentions of some of the things that the US National Archives would do to important documents like the US Constitution and Declaration of Independence. It talked of how recovery plans were supposed to work as started being drafted by Ike on up to the Carter admin. Trying to find out about the previously highly classified FEMA organization (it was only declassified in the late 1980s if my memory is correct, prior to that it not talked about). It was a highly interesting book to read within the context of what I had read of the timeline of T2k.

FEMA was created by a pair of Executive Orders in 1979 combining the Federal Insurance Administration, the National Fire Prevention and Control Administration, the National Weather Service Community Preparedness Program, the Federal Preparedness Agency of the GSA and the Federal Disaster Assistance Administration from HUD. Its existence was never classified. It was well-known enough by 1980 for Lyndon LaRouche to claim they faked Three Mile Island.

One of the neatest places I visited when an NPS Ranger was the old DOI/NPS bunker in Harpers Ferry, which was a COG facility constructed in the early 60's. That sped the appropriation money up for the purchase of Storer College I imagine.

Mount Pony's another interesting target if you have a group in the northern Virginia/DC area. Not just the currency reserves there after all.

That is it! I have much better pictures, that I've posted here before, I think. Interior ones, plans, and leftover equipment. It's not empty at all, it's quite full as it holds duplicates of all NPS maps for the neighboring Harpers Ferry Design Center. All I had to do for access was call up the hill to the librarians and ask to stop by. Circa 2012.

Yes, but a good chunk of their work was in the secret or TS/SCI world. See the ownership and maintenance of the CLS, the relocation orgs, the funding and maintenance of the various computer networks, and even the planning on how relocation and living arrangements were supposed to work. I could be wrong, but I want to remember it was a big deal after Hurricane Andrew in '92; when President Clinton released the communications and HQ trailers all of which were supposed to be for post attack operations. That all went south to help the reconstruction efforts down there and coordinate the clean ups.
It was a big deal if I remember reading and hearing the news. Like folks were honestly surprised to see this slightly unknown organization that had heavy duty computing, HQ trailers, and communications gear for such a supposedly tiny federal agency. There is some other info about its more black budget side of FEMA in this article from Wired.

I was curious as to what "MERS" was so i did a search and found out it's an acronym for Mobile Emergency Response Support. One of the first links I checked lead to this PDF which, although dated 2009, gives some idea of what a MERS detachment would be trained & equipped for.
