Showing my age here, but Outlaw bikers always came to mind here. Each chapter has a President, Vice President, SGT at Arms(Chief Enforcer) and Treasurer for leadership. Rank and file members with full privelages and "prospects" who must earn membership. Females are "old Ladies" or Camp Followers for a polite term. In the Twilight worlds they would be black marketeers or scouts in addition to the more obvious brigands. The 1% refers to the AMA citing 99% of motorcycle clubs were law abiding.
