Prisons:

I have used those in my US campaigns. An example, my Out of the Ashes campaign, I had a major prison in the city of Albany Oregon, or was it Eugene? No matter, a larger city of the state that is on the Interstate 5, a highway that goes the length of the US from Mexico to Canada and the biggest transit route for the region. Anyhow, I had the city overrun by the criminals once things fell apart. Now the criminal element runs the entire town and surrounding countryside. And they charge several tolls for all whochoose to traverse that area, an entry tax, a city tax and an exit tax.

And of course it was going to be a thorn in the PCs side which they would have to raid and rescue someone/something or kill the pirate leader.

I also had Alcatraz turned into a haven as well. And the Terminal Island Prison. One of the problems with prisons however is, they are difficult to get out of, but to get into is another storey. Remember, all of the defenses, safeguards and locks are focused in the wrong direction.
