Military equipment, yes. But civilian electronics? Not so much (pretty much no intentional protection at all). I wrote the sidebar for EMP effects for TW2013 and did pretty significant research on this.
Regarding the timeline, well, I threw some ideas their way early one but didn't have much input thereafter so I'll refrain from commenting (unless Smokewolf tells me to go ahead).
