Both, most likely, but more so of this. Still, it's probably slightly different. After all, a weapon technically has a range for a cyclic rate usually something like 450-650 rpms, or 700-900 rpms, etc. Machining differences, care and maintenance, and sometimes just blind personality of the guns.

Frex, we received two brand new M2s upon our return (still in packing grease and plastic, mind you), took them to the range, and one wouldn't fire except single-shot. No viable explanation except it was a bad gun.
