Kalos, your attention to detail is commendable. I'd say that a lot of things can be explained away by the idea that pre-war arrangements don't always survive the start of hostilities.
For instance, what if it is discovered that ABC Security has been penetrated by Soviet agents? ABC is immediately pulled from security duties. Marines are sent in as an interim force. Alternatively, a mucky-muck from ABC could have pissed off somebody important. Again, ABC Security loses its contract overnight and has to be replaced by somebody reliable while a new contract is negotiated with someone else. Many possibilities along this line exist.
