This could explain why they're not busily mining asteroids and conquering other planets - they are traveling in little more than high tech lifeboats to the nearest/only planetary body in range. Could also explain why they make stupid tactical and strategic mistakes - they're predominately civilians and armed with little more than what passes for shotguns and hunting rifles.
