James I like it, I'd only add that life for rural people in Egypt is hard by Western standards (e.g. not anywhere near the level of mechanization for farming and nowhere near the level of luxuries). They could survive the lack of electricity but I don't think they will be able to provide enough food/money/etc. for themselves, the government and any rebellious elements that would need them for resupply/support.
Any rebellion using the rural people as its base is probably unlikely to survive for long because there just won't be enough resources to sustain it. I think that if a militant group wanted to make a long term project of rebellion, they would probably need to resupply from the cities unless they were able to take over a rural province for themselves.
