Military formation sof brigade size or larger are covered in the US Vehicle Giude and Howling Wilderness. The territory controlled by the respective government is outlined in Howling Wilderness. Beyond that, there are a lot of blanks to be filled in.

There has been some speculation on this board as to the fate of USN, USCG, and USAF formations after the nuclear exchange--especially in CONUS. Another area open to speculation is militias. The active duty folks listed in Howling Wilderness can't possibly represent the only armed groups dedicated to law and order in their cantonments. Some sort of militia and/or constabulary must be maintained to keep the peace locally and support the regulars. There must be many places like Harrisburg, PA that have a strong local defense force that are not covered in the Milgov or Ciivgov tables of organization. Equally, there are organizations like the United Brotherhood of Fishermen in New England who claim to support one government or the other but who in no way take orders from Colorado Springs or Omaha.

Then there is the catalogue of towns and people who are not troops but who are the foundation of surviving America. How much food or what type is being grown and consumed from place to place? What industry survives? How do surviving industries get their power and raw materials? These questions have not been answered on anything like a national basis, as far as I know. The undertaking would be gargantuan. I have quite enough to work with in the handful of scenarios I have devised.

So there's plenty of room for creative ventures.
