Descendants of Russian soldiers who, for one reason or another, found themselves in the United States. They have made a living out of hiding from the Americans and in some cases do not realize the war is over. They are hard to capture, but if they can be talked to they can usually be converted. They are not stupid, just ignorant.

Since it was a war between the U.S. and the U.S.S.R the only excuse for not elaborating on the Soviets can only be because of the time in which the game was written. Only appearing in Canon in "Final Watch" in my opinion not so impressively.

Now we know so much better. The Soviets can be fleshed out with some accuracy. Get your hands on CCDA HB 550-2 Organization and Equipment of the Soviet Army.
I'm of two minds on the use of the Soviets, and this really depends on if the PD has a sudden nuclear attack or a drawn period of escalation before TEOTWAWKI...I can see regular Soviet troops deployed to Alaska (seizure of the pipeline), Florida (an invasion from Cuba) or possible a airborne attack (ala Final Watch). Most likely would be GRU/KGB/Spetsnaz teams sent in after specific targets...either way, an intresting surprise to spring on an unsuspecting team.
