Morocco will undoubtedly want to control the cities, the citizens will probably want to remain Spanish BUT I don't see it as likely that the Spanish will have resources to spare protecting them. I see the cities as heavy in militia and with heavy fortifications. However they will rely upon the Moroccans for many resources so will need to be careful how they act. My guess is that they will become trading ports acting as a conduit between Europe and northern Aftrica.

Maybe covert aid instead of overt? I probably wouldn't go as far as to have a division deployed as per the WW2 Blue Division but some individuals may travel to other NATO countries to enlist. Maybe a propoganda campaign might play on the way the International Brigades travelled to Spain in the Civil War, implying Spaniards should do the same?

Another subject that seems more plausibe in Mediterranean Cruise is the attitude of the Guardia Civil (depicted as becoming marauders in the v2.2) . Though I must recognize that some Catalans have our own prejudices about this corps (tied to their role in the past years of dictatorship), the Guardia Civil has demostrated in the last years a true vocation of public service and is hard to imagine them as a band of robbing marauders.
Maybe newer recruits plus the gradual brutalization of the others. Many in the world of TW2000 would do things that six years before they would have condemned outright.
