When the Soviets start asking their Warsaw Pact allies/satellites to release active duty troops for service on the China front, it probably triggered the mobilization of reserves. I doubt that NATO would sit idle while the WTO beefed up its military readiness with troop call ups and increased war production. NATO might suspect that this was a screen/cover preceding Soviet military action in Europe. So, NATO probably mobilized as both a response to what could be interpreted as WTO provocation and as a show of support to the embattled Chinese.
