Note that there never was a 12th Army after WW2, and the Airborne Divisions were under central control, and not Military District control.

Many of the units are seriously understrength because the Soviet's began preparing for the CFE treaty already in 1989 with the disbandment of several divisions (or being reduced to BKHVT status). At the same time, very large amounts of equipment were transferred outside the CFE treaty zone (beyond the Urals), and was stored in large depots, mainly in the Siberian MD. No details are available, however.
