The New England states have always been the pain in the a** as far as team placement goes. With the heavy levels of population...not to mention a wide variety of nuclear targets, I've often thrown up my hands in disgust after a few hours of planning. This was, perhaps, the major reason that I added Canada into the Project planning. Adding New Foundland, Nova Scotia and Quebec into Region I (New England states) allows access to areas that are not quite so target rich or over populated.

The down side, of course is that placing teams in our northern neighbor removes them from the center of the action. Especially the terrain will be against any movements of the teams into the area.
