With this many warheads dropping all over the area, it would be reasonable, from a planning point, that Project assests are going to be seriously affected. This leads then leads you into the options of emplacing teams in the target area, with the increased risk of the teams being destroyed or rendered non-mission-capable; or emplacing the teams in the areas outside of the targeted locations, better able to assist refugees fleeing the impact zones.
Tough call to make, either way.

That is all exceedingly true, not made any better by the fact the Bolt Holes are not meant to be reused or could be used as a shelter away from radiation. The only real solution I can come up with is limiting the number of teams heavily in the North East leaving maybe a single recon team and a medical team and expanding the areas of responsibility for covering the North East to border teams. Like using teams from central Pennsylvania (seriously, what targets other than the state capitol are even in the central part of PA?)to cover over into Eastern Pennsylvania and New Jersey and Delaware. Maybe even emplacing double the number of teams in unaffected areas and having those teams move after awaking into affected areas where there are no teams emplaced due to being near nuclear targets. Caches can be set up in those affected areas easily enough for any teams that have to move as well. Sort of screws those teams short term until they get to there area of responsibility though, but does give them some incentive to get moving.
