One type is co-located with the Regional Command base and another type is a self-contained unit under state command and control. What are the positions within each team, one with 14 people and the other with 16 people? Have you determined what equipment is placed with each type of enigeering team?

In the Prime Base module it said that PB had four sets of FAMECE modules and eight tractors. It also stated that (some) regional bases recieved a set of eight modules and some tractors. Doesn't say every regional base recieved the FAMECE nor list how many tractors were assigned to those bases that recieved the modules (though I suspect two tractors per set, the same ratio as PB had). Do your regional bases have FAMECE?
short form is think of the state engineer teams as more along the lines of combat engineers/sappers/pioneers; they have a broad range of skills and equipment sets, they may have A engineer, but they are inteded to provbide immediate support for a team (need a bridge repaired for temp use, build a ferry, lay sewer/water/power lines sort of thing). They would have the V-150 APC and ARV vehicles, perhaps 5-ton trucks, maybe a D-5 Cat, that sort of level.

The Regional Engineer Teams would have a large number of engineers, these are the ones that plan/design/organize/supervise larger projects. Vehicle sets would tend more towards HMMWVs/Rangers, maybe even a Engineer One (refitted Science One).

As far as the FAMECE sets, when TM1-1 was first written, this was a pie-in-the-eye defense proposal. in real life there were only 4-6 sets built by two major contractors, tested, it had an aw-its-so-cool look, but the funds were just not available...so I don't even equip Prime Base with 'em! Several sets of civilian construction equipment, a few M-9 ACE and a lot of construction tools/supplies are what you would see an engineer team equipped with.

Never have really set down and planned the positions for an engineer team, my local players tend towards Recon/MARS teams. So feel free to post any thoughts you may have!!
