If during peacetime such a generic "food" was developed for FEMA it would probably be bland but pretty healthy. Creating a food that would not offend any vegans nor anyone of anyone following religious dietary laws would really restrict what would be put in it. You would probably be limited to the basic grains and beans as well as a pretty basic spice palate.
As far as the 12 course meal in a can, I cannot see the cost of the stability research for such an item being overcome by end user demand. I think 3d food printing of such an item for instant use would probably come first.
