Once infrastructrure is in place, shelter, food, water, etc the next thing would be the most natural resource, the Oil Fields. The main problem would be parts for long shut down and most likely damaged facility's. I would bet good money more than half would be total losses to weather, fires, and looting of various kinds so many of those places would be stripped to get other oil fields working and pumping again. It would be even worse for the refinerys which need somewhat more specialized equipment to function 100% and would suffer just as much damage over the years from looters looking for fuel, weather, and people just going in and doing damage because they can. And lets not bring up the amount of power a Refinery needs to run or the ability to transport raw crude from the Oil Fields to the Refinery itself!
