I always go..... Think of what YOU would do in the situation in real life.
Usually you want to make sure one of the targets is down before switching fire (and your underwear). I pulled out my old COD game and tried a couple of scenarios and found dropping one first (knee shots work well)... then going prone and killing the second worked best.
