Shooting at the first target in real life might make it tougher to hit the second target unless they are both totally caught off guard.
For my money I would probably do a double tap at the first guy and 3 at the second just encase the second guy starts to make a run for it or cover.
I would probably try to assertain which one is more of a threat. If one is armed and the other isn't id shoot the armed guy first. Also if one is closer id shoot him first. That beings said 2 shots at the closer guy and 3 at the more distant is always a good idea just.
If you want to engaged the first target and he happens to drop after the first shot then you could re direct fire to the second target.
