The count I gave you could be "in addition" to the "corpse count." It springs from the character's knowledge that every zombie is a "bio hazard" equal to The Plague. Once again; This is assuming the characters have already survived the shock of the "initial outbreak." Threat Conditions per zombie during the "Initial Outbreak" would be MUCH higher. I might give a 9 or even 10 threat condition value for a relative that reanimates and tries to eat you. Each time you hit a zombie with what should have been a "disabling hit" and it keeps on advancing, you could add 1 threat condition. I would do this only during the first encounters with the walking dead. When the characters put one down; Subtract a threat condition. Once the characters "figure out" how to deal with the zombie threat; go to the one threat condition per zombie that I mentioned above. This is because the human animal will "habituate itself" to a "known danger." The greater the exposure to that threat; The faster a person will adapt to it. This brings its own set of issues though. That old saying "Familiarity Breeds Contempt" is applicable here.
