Actually

By the early 1990s, the range of submarine-launched ballistic missiles (SLBM) had so increased that Soviet submarines no longer found it necessary to come within range of Bermuda-based patrol aircraft in order to strike their targets in the USA.

If you looking at if the base closure would have happened, look at your time line. In V1 yes it would be open. V2 or V2.2 maybe depends if fits to what your campiagn looks like. I always found the later versions laking information and US and other NATO reactions to early key events. I figure it could go ethier way.
