My current campaign is in fact a Merc2000 style campaign set in Africa. My players are always walking a fine line between the UN peacekeepers in country and the local governors' (mainly in the Central African Republic) demands. I do a lot of missions involving refugee assistance/relocation, recon of rebel forces, and protection of UN aid workers. I have mixed the rules from all of the editions. I like the TW2k13 Reputation rules for a base to build on with regards to the way powerful NPCs react to the players. My players frequently "retreat" to Kenya (at the expense of the large multi-national oil exploration company that "co-funds" them) to do side jobs at the request of "those who are not to be known or named"....the US, the Company? The players have no real idea where these jobs are coming from, but the pay is good. I also make them "acquire equipment" upon arrival "in country." This can make for a "lean" equipment list in game (which in turn spurs "creative solutions" in game).
