Where does it say that they did not?
The issue is the US anti-satellite system did not shoot down all of them. Nothing says how many incoming missiles were knocked down, or how many attempted defenses failed to stop incoming missiles - though apparently a number of them failed.
As I recall, ASAT testing never appeared to do that well, even in controlled test cases.
