the Pacific Fleet fan fiction has the Russians with more units than canon had them with - now could the Soviets have scrapped up another small unit to help the Mexicans - possibly but at most we are talking about a battalion or so of embassy guards, advisors, etc.. gathered from Central and South American countries (especially Peru and Nicaragua who you figure in version 1 stays under the Sandinistas and doesnt allow free elections) - but nothing like a second division
Your comment reminds me of the pics and vids of the neglected Russian naval assets rusting and half sunk today, these could be used in a campaign they look like casualties of WWIII.
