Well, as men die there's going to be a considerable surplus. Also as I've said before I don't really consider "starting money" to be actual
dollars spent on things, but, again, "purchase points". It could be magic beans, gold pieces, toenail clippings or whatever
It's just there to put a point value on things that you then spend your starting points on (from my perspective).
It's like the age-old D&D discussion of "well what does a hit point really represent".
