I like this idea, although the commander will depend on when the freeze happens in 1996. Clark took over in July from General Barry R. McCaffrey, who commanded from February 1994 to February 1996. Note that this might also mean SOUTHCOM doesn't have a significant naval role; January 1, 1996 was when they became responsible for American interests within 12 miles of shore of Central and South America, and June 1, 1997 was when they gained the same role for the Caribbean islands.
Note too that SOUTHCOM HQ was in Panama until 1997, with the move to Miami being completed in September of that year. The move might be delayed in the T2K timeline.
