I would agree that many would be in the relocation arc/emergency arc; that makes sense.
Spreading out many more sites would also seem just as likely except for one thing-supply/production capacity.
How much of the MRE, fuel, small arms or whatever could an agency divert from the overwhelming demands of the conventional war? I realize a referee could wave that away and then there's this-how long before someone notices the odd diversions to obscure locations?
