How much of the MRE, fuel, small arms or whatever could an agency divert from the overwhelming demands of the conventional war? I realize a referee could wave that away and then there's this-how long before someone notices the odd diversions to obscure locations?
You could probably misdirect a lot, since most of those sites are reasonably close to places that would reasonably receive supplies - Camp David isn't going to be questioned significantly, Fort Monroe is right near Norfolk, in the Shenandoah Valley you've got VMI, and things headed to PA coal country could be labeled for Fort Indiantown Gap or Carlisle Barracks (Tobyhanna's probably too far northeast for the emergency arc).

Vehicles, food, emergency shelter, and other such supplies could be misdirected as local/regional FEMA stockpiles. "Preparing supplies for hurricane season/winter storms/the next earthquake/what-have-you" would typically be accepted.

Standard-issue military weapons might be a bit harder, but that could just mean they stockpile other arms instead. I'm sure Colt would have loved to have a customer for the Double Eagle product line, and someone would point out the logistics benefit of being able to use surplus M1911 magazines. On the "really common firearms" side you could add in Mossberg 500 or Remington Model 870 shotguns along with Ruger and/or Marlin .22LR rifles (others would work too, those just come to mind because they're all among the most-produced firearms ever). A more sadistic GM could rule that it's a hodge-podge of whatever the supply guys could get last second, after everyone else had already bought all the decent stuff, like a bunch of Raven and Lorcin pistols.
